How to read this

Everything here is drawn from public sources and is a record of what has been reported, not a description of any Nation's affairs. Most names appear once, because the ledger covers a single year and is deliberately selective. A short entry means little was recorded, not that little happened.

Names appear exactly as the ledger records them, which is exactly as each government or organization names itself. Where a Nation is known by more than one name, both may appear separately rather than being merged, because merging them is a judgment that is not mine to make.
