   B.C. introduced the Kitselas Treaty Act, then deferred further passage to the fall amid neighbouring-Nation concerns.

   The pause shows that a negotiated treaty can still face unresolved overlapping-title and implementation questions. Treaty certainty depends on relationships beyond the signatory table.
